Which figure to use
Use the rate by reach to judge your own posts, because it measures the people who actually saw them. Use the rate by followers to compare with other accounts, since reach is private to the account owner.
Reading the result
There is no official benchmark. Rates fall as accounts grow, and they differ by format. Compare a post with your own earlier posts of the same type.
A rate that falls right after a jump in followers is expected: the ratio's bottom number grew faster than its top number. The guide to engagement rate explains this with a worked example.

Do views count as engagement?
No. Views and reach measure how many people saw a post. Engagement counts the actions they took.
